Abstract: Due to the foundation of the German Empire on January, 18th in 1871 the idea of a German centralist state was rejected. The “union of sovereign German princes” formed the foundation for the Germen federalism, divided into three parts. But the municipal level gained it’s full meaning as third administrative unite only over time. The analysis of the communities’ development process is the focus of the study.
