It surveys the emergence, diffusion, limits, merits, and politics of social investment as the welfare policy paradigm for the 21st century, seen through the lens of the life-course contingencies of the competitive knowledge economy and modern family-hood.\n\nFeaturing contributions from leading scholars in the field, the volume revisits the intellectual roots and normative foundations of social investment, surveys the criticisms that have leveled against the social investment perspective in theory and policy practice, and presents empirical evidence of social investment progress together with novel research methodologies for assessing socioeconomic 'rates of return' on social investment. Given the progressive, admittedly uneven, diffusion of the social investment policy priorities across the globe, the volume seeks to address the pressing political question as to whether the social investment turn is able to withstand the fiscal austerity backlash that has re-emerged in the aftermath of the global financial crisis. The broad and ambitious agenda calls for a reconsideration of established principles and practices of sustainability governance. This article examines how the 2030 Agenda changes the notion of policy integration, which represents a fundamental principle of sustainability governance. In general, policy integration denotes forms of cross-cutting policymaking to address the complexity of real-world problems. In the context of the sustainability discourse, the concept has long been interpreted as environmental policy integration, referring to the integration of environmental concerns into other sectoral policies. Based on a review of the current SDG literature, we examine whether and how this interpretation has changed. In so doing, the reasons (why?), objects (what?) and modes (how?) of policy integration in the context of the 2030 Agenda are specified. The analysis reveals that the 2030 Agenda promotes a comprehensive, reciprocal, and complex form of goal integration which differs markedly from environmental policy integration. These 17 sustainable development goals (SDGs) are presented as a master plan that covers the most painful global challenges to a knowledgeable and inclusive society. In this thematic issue we look more incisively into goals no. 1 (no poverty), no. 4 (quality of education and inclusive education), no. 10 (reduced inequalities), and no. 11 (sustainable cities and communities) of the agenda. Social inequalities have drastically intensified after the 2008 financial crisis and the period of austerity that followed, especially among the poorest people and in the most vulnerable communities. Nowadays particularly, with the Covid\u201019 pandemic, these gaps seem to be growing. Against this background, this thematic issue aims to capture, make visible, understand, and analyze how social actors are organizing themselves and collaborating amongst each other in order to help attenuate and satisfy dramatic emerging social needs and improve living conditions, especially among the most vulnerable social groups, in uncertain times of crisis. We focus particularly on two main thematic blocks: social inclusion axes on the one hand (formal, non\u2010formal, and informal education, participation, leisure time, and culture) and vulnerable groups on the other (including children, adolescents, youth, women, the elderly, people with disabilities, and migrants). The most striking findings are the high level of support across all countries for social investment, and the way justifications for interventions in training, education and childcare policies vary between welfare state regimes. The authors also explore key areas such as intergenerational difference and job insecurity. The book summarizes and builds on the key findings from the three year Our Children\u2019s Europe project (WelfSoc), part of the Norface Welfare State Futures programme. We study what people want from the welfare state and the policies they think likely to achieve it using democratic forums. The forum method yields new insights into how people frame social issues and link ideas together, the priorities they identify and the solutions they find acceptable.
