Utilizing Eurostat EU-SILC data, the study analyzes trends in four key indicators: the inability to keep homes adequately warm, arrears on utility bills, housing cost overburden rate, and the at-risk-of-poverty rate. Data processing and trend analysis were performed using R and RStudio, while a k-means cluster analysis, executed in Python via Visual Studio Code, identified and compared distinct country groupings based on their energy poverty profiles in 2015 and 2023. The findings reveal a general improvement in energy poverty indicators across the EU until 2019, followed by a marked deterioration, particularly in energy affordability metrics post-2021 due to the energy crisis. This impact was observed to be distinct from general income poverty trends. While significant geographical disparities persist, with Southern and Eastern European countries often more vulnerable, the analysis also points to notable improvements in several Central and Eastern European nations. The cluster analysis, which identified eight clusters in 2015 and seven in 2023, suggests a degree of partial convergence. Key shifts include Poland’s transition to a lower-risk cluster and Spain’s move to a higher-risk group, while Southern Europe generally remains highly susceptible. The levels of these phenomena in the European Union (EU) vary. Previous analyses presented in the literature have focused mainly on a one-dimensional view of EE and QoL. The authors of this article, given the multidimensional nature of the phenomena under study, present both categories from a holistic perspective. The purpose of this study was to identify the level of QoL in the context of EE and to compare the results of the classification of EU countries in terms of the analyzed phenomena. The study was conducted using the ELECTRE Tri method, one of the advanced techniques of multi-criteria decision analysis (MCDA). The classification procedure used made it possible to assign countries to predefined decision-making categories on the basis of preference threshold values and dominance relations to reference profiles. The 27 EU member states were analyzed on the basis of empirical data from 2023, using a set of 20 indicators characterizing EE and QoL. Countries were assigned to one of five classes, differentiating the level of development in both analyzed areas. Optimistic and pessimistic approaches were used to assess the stability of the classifications. The analysis showed the presence of countries with consistent results (e.g., Poland and Germany), extreme countries (Ireland and the Netherlands - high QoL with low EE; Romania and Croatia - inversely), as well as non-unique cases (e.g., Malta, the Czech Republic/Czechia, and Finland). The spatial approach indicated regions requiring special support. The results of the study can be a useful tool to support the process of designing public policies aimed at integrating social, economic, energy, and environmental goals within SD.
GESIS-SSOAR
FDB
urn:nbn:de:0168-ssoar-112753-8
Roszko-Wójtowicz, E., Grzelak, M. These changes are often harmful and are associated with over- or misuse of natural resources. The issue of sustainable development is increasingly taking a prominent place in regional and local development strategies. Access to energy services is essential for social inclusion. Addressing poverty, including energy poverty, can bring a number of benefits related to reduced health expenditures, reduced air pollution, improved comfort and well-being, and improved household budgets, among other things. According to the results of the analysis, the utilisation of energy from renewable sources is intrinsically linked with the salary level - on average, a higher salary level is accompanied by a larger scale of utilising energy from renewable sources. In spite of the expected negative value, a similar relationship has been observed in the case of correlating the level of poverty with the use of energy from renewable sources - it is higher when the use of energy from renewable sources is higher. The performed study indicates the lack of adequately constructed support mechanisms for the poor in terms of financing and operating installations generating green energy, as well as the lack of proper education as regards local and global benefits resulting from prosumer energy. Currently, the development of energy-related policies is becoming essential, with regard to new societies, social inclusion and social rights. In this paper, we examine the dynamic patterns of energy poverty among 27 EU member states between 2005 and 2020. We use the log-t regression test to investigate the convergence hypothesis, and the P&S data-driven algorithm to detect potential convergence clubs. The empirical results of energy poverty indicators are mixed, and the convergence hypothesis of the states is rejected. Instead, convergence clubs are exhibited, implying that groups of countries converge to different steady states in the long run. In view of the convergence clubs, we suggest that the affordability of heating services is potentially explained by structural conditions of housing, climate conditions and energy costs. Besides, the adverse financial and social conditions for the European households have significantly triggered the arrears on utility bills. Moreover, a significant proportion of households do not have basic sanitation services.
GESIS-SSOAR","EU-SILC-Bibliography
FDB
urn:nbn:de:0168-ssoar-98026-7
15706478
Akram, V., Rath, B. However, the dynamics of this phenomenon across the EU still appear to be insufficiently recognised. Therefore, this study deals with the problem of energy poverty convergence and aims to test it for the 27 EU countries over the period 2010-2022. Contrary to limited studies of energy poverty convergence that use a simple indicator, it uses aggregate measures based on consensual consequential indicators of energy poverty to verify the hypothesis of convergence. Absolute and conditional beta convergence are considered. Potential determinants of energy poverty are incorporated into a model of conditional convergence. The analysis confirms the existence of beta convergence of energy poverty in the EU, indicating the progressing socio-economic cohesion of the member states. The results, thus, deliver some arguments supporting an integrative approach to the energy policy of the EU. The research reveals that, among the factors influencing EP dynamics, an important role may be attributed to technological catch-up and income distribution across a society. Sustainable development should thus be supported with energy modernisation efforts of an inclusive character.
GESIS-SSOAR","EU-SILC-Bibliography
FDB
urn:nbn:de:0168-ssoar-108713-2
19961073
Thomson, H., Bouzarovski, S., Snell, C. Integration is a dynamic process where member states adopt community rules, norms, and values, and meanwhile, learn from each other’s experiences. Today, Europe experiences an energy transition from fossil-fuels to cleaner sources of energy and European policy makers are committed to taking this significant step forward. Domestic structural change is, thus, observed in all member states‘ environmental and energy policies. This book presents an overview of the EU norms, legislation, and policy standards for renewable energies and analyses how member states transpose them into their domestic structure. The book also analyses the policy outcomes in the EU member states in a comparative perspective by using the most recent statistical data. This comparative analysis gives insight to investors and developers to decide on investment projects and/or manufacturing of renewable energy devices to these countries. It also provides a useful reference for policy makers, academics, students, and NGOs who need a quick overview of relevant national and EU legislation, policy standards, and policy outcomes.
["2023","EB_contra","EB_input2000","Eurobarometer","FDZ_IUP","book","english","evaliup","rp
Eurobarometer-Bibliography
EB - Standard and Special Eurobarometer
Seit Anfang der siebziger Jahre erhebt die Europäische Kommission mit dem "Standard and Special Eurobarometer" regelmäßig die öffentliche Meinung in den Mitgliedstaaten der Europäischen Union. The analysis showed the presence of countries with consistent results (e.g., Poland and Germany), extreme countries (Ireland and the Netherlands—high QoL with low EE; Romania and Croatia—inversely), as well as non-unique cases (e.g., Malta, the Czech Republic/Czechia, and Finland). The spatial approach indicated regions requiring special support. The results of the study can be a useful tool to support the process of designing public policies aimed at integrating social, economic, energy, and environmental goals within SD.
["2025","CCBY","FDZ_GML","OA_SSOAR","OAproved","SCIEindexed","SCOPUSindexed","SILC","SILC_input2025","SILC_pro","SSCIindexed","article","english","indexproved","review_proved","transfer25
EU-SILC-Bibliography
European Union Statistics on Income and Living Conditions (EU-SILC)
["Hafner, Manfred","Raimondi, Pier Paolo
In: Russian Journal of Economics, 6, 2020, 4, 374-389
Priorities and challenges of the EU energy transition: From the European Green Package to the new Green Deal
As decarbonization and climate policy are gaining relevance in the European Union (EU) energy policy, the present paper seeks to present both priorities and challenges for of the EU energy transition. As priorities, we outline the key targets and initiatives proposed and set by the European institutions in relation to the energy matters. The EU identifies renewable energy sources, energy efficiency and reduction of the greenhouse gas (GHG) as the three pillars to achieve its carbon neutrality. The final goal for to the EU energy and climate targets is to achieve climate neutrality by 2050. Nevertheless, since given energy policy is being a "shared competence" between the EU institutions and Member States, each Member State plays a critical role for the achievement of the EU energy transition. Different socioeconomic structures and the energy mix across Europe have caused the implementation process of each EU target to develop at a different pace among European countries. We illustrate this drawing on four countries: Italy, the UK, Germany and Poland. We assess their political commitment to the energy transition and their actions regarding energy transformation. These four countries are only an example of the different pace in the implementation of the EU energy and climate targets. The last part of the paper is devoted to the ambitious plan, called Green New Deal, launched by the present Commission President, Ursula von der Leyen. It sets key priorities, reaf-firming European commitments to the energy and climate transition. However, the plan faces significant obstacles. For example, division among Member States (North-South and West-East) might be a factor that could undermine the achievement of the European energy transition, due to multiple and divergent interests (also on the future role of the energy transition in the aftermath of COVID-19 and the resulting economic crisis). Another challenge is constituted by popular opposition, especially from those people that see the energy transition - and consequent economic and industrial transformation - as a potential threat to their well-being and jobs, as the French gilets jaunes show. Lastly, we explain that the European energy transition will impact also its external relations, for example with Russia, proposing how the two blocs can preserve their energy relationship in light of the energy transition, notably through the conversion of natural gas to hydrogen and storing/using the resulting CO2.
GESIS-SSOAR
Dias, P., Kanellopoulos, K., Medarac, H., Kapetaki, Z., Miranda-Barbosa, E., Shortall, R., Czako, V., Telsnig, T., Hernandez, C., Arántegui, R. Goal 3 is crucial in terms of good health and wellbeing. The main aim of this study is to analyze and evaluate differences among indicators of SDG 3: Sustainable health and wellbeing in the EU countries. Methods: The status and development of the EU Member States regarding their successes or failures in terms of Goal 3 were subjected to analysis. Altogether, 11 indicators were used to rank the EU countries using the TOPSIS and ranking methods. The ranks were assigned to the countries in two periods. The first period is related to the time from 2010 till 2014, and the second period from 2015 till 2019. Results: The EU countries achieved a positive development in 10 of 11 indicators that monitor the achievement of the EU in terms of Goal 3. The only variable that changed negatively was the obesity rate. Positivity was observed in the decline of the standardized preventable and treatable mortality, which declined from 317.3 in the first period to 295 in the second period; the drop of the population weighted annual mean concentration of fine particulate PM2.5, from 16.4 to 13.6 μg/m3, and also in the increase of the share of people with good or very good perceived health, which was combined with a decrease of the self-reported unmet need for medical examination and care. The best-rated country in terms of SDG 3 was, in both periods, Sweden, while the worst-rated was Latvia. Conclusions: Governments and institutions in the EU can intervene to increase the accessibility and quality of the health care system, but every citizen should try to do their best to reduce some of the risk factors, such as smoking or obesity, to try living healthier and to help to achieve higher ambitions in terms of sustainable health and wellbeing.
GESIS-SSOAR","EU-SILC-Bibliography
FDB
urn:nbn:de:0168-ssoar-87868-5
22962565
G.
