Abstract: The Potsdam Grievance Statistics File (PGSF) is a historical data collection of complaints, so-called Eingaben, made in the GDR. Eingaben were formulated verbally or in written form by GDR citizens and addressed to the GDR’s authorities. The state counted and categorized these grievances and compiled grievance statistics.
The PGSF comprises grievance statistics for the period 1970–1989. The data set is based on a probability sample of counties that existed in 1990. In addition, the PGSF contains a convenience sample of counties for 1970-1989.

Universe: In the PGSF a research unit is defined as a county-year. A county-year refers to a county (urban or rural county) in a specific year from 1970–1989. The PGSF’s target population is N = 4372 county-years.

Based on the target population, a probability sample of n gross = 3260 county-years was selected. All years of those counties containing a starting address of the German Socio-Economic Panel’s sample C were selected. The fieldwork consisted of several phases. These phases extended over the period from 2015 to 2018. In the course of the fieldwork, archival materials were collected from various east German state, county, and city archives. The materials were digitized and then transferred into a data set, the PGSF.
