PIREDEU
PIREDEU is a collaborative project on “Providing an Infrastructure for Research on Electoral Democracy in the European Union”, coordinated by the European University Institute (EUI) and its Robert Schuman Centre for Advanced Studies (RSCAS). The project is funded by the European Union’s 7th Framework Programme from 2008 up to 2011. The EUI/RSCAS is responsible for the overall management and coordination of this design study. Sampling Procedure: Sample selection method:
All candidates of a party on a list position which does not exceed 125 percent of the country’s seats in the European Parliament are defined as relevant. If the number of candidates exceeded the threshold, the inclusion of candidates is based on the respective party list position.
Avoiding a too strict rule, all parties are included, which receive votes equal to half of the nation‐wide electoral threshold.
More than 260 parties have been identified to be relevant parties. In regard to relevant candidates, 6558 candidates for the 2009 European Parliament Election were identified as relevant.
Mode of Data Collection: Mail survey or online survey with standardized questionnaire

Notes: The survey among candidates was conducted in dual mode, i.e. mail
questionnaire and web-based survey. The choice of the mode was left to
the candidates. The mail survey has been administered centrally by the
Social Science Research Centre Berlin (WZB), the web-based survey
platform was provided by iVox, Brussels.
After completing the English master questionnaire, existing
translations of questions into languages relevant for the PIREDEU
project were collected if possible. It was carefully noted whether
there have been changes to the original wording or whether the items
were used identically.

questionnaire see the EECS 2009 Methodological Annex.

Notes: Data collection among voters was done by CATI phone interview. In nine
countries (Bulgaria, Czech Republic, Estonia, Hungary, Latvia,
Lithuania, Poland, Romania and Slovakia) representative phone sampling
was not feasible. In these countries, 70 percent of interviews were
achieved by face-to-face mode, while the remaining 30 percent was
achieved by phone.
The net sample size (in the sense of completed interviews) is 1000 successful interviews in each EU member state.

Notes: The Media Study is part of the European Election Study and the PIREDEU project.

database contains the bibliographical information on former European
Election Studies and relevant publications of the most important PIREDEU researchers on the project. Key issues are: Elections to
European Parliament, democracy, citizenship, political parties, electoral behaviour, media, candidates and party programmes.
The content analysis was carried out on a sample of national media coverage in 15 EU Member States in 1999, in 24 EU Member States in 2004 and in all 27 EU Member States in 2009. In all waves, the focus is on national TV channels and newspapers as the main sources of information about the EU for European citizens.
All three waves include the main national evening news programmes from the most watched public and commercial TV channels in each country.
One or two ´Qualitätszeitungen´ (i.e. broadsheet) and one tabloid newspaper from each country (for countries without a relevant tabloid, another sensational daily) were also included. In 1999, the dataset included only one national broadsheet newspaper, so there was no sensational newspaper. In some countries, the coded media sales channels vary from year to year.
In each wave, content analysis was carried out for news items published or broadcast 2 or 3 weeks before the election. In 1999, the sample included television programmes for the 2 weeks before the election and a newspaper for the 3 weeks before the election. In 2004 and 2009, both TV and newspapers were sampled and analysed for the 3 weeks before the election.
All relevant news agencies were collected either digitally (TV and newspapers) or as hard copies (newspapers).

This database includes bibliographical references to former European Election Studies and relevant publications of the main PIREDEU researchers considering the project’s key themes: European elections, Democracy, Citizenship, Political Parties, Electoral Behaviour, Media, Candidates, and Party Manifestos.
Coding was conducted by a total of 58 coders at two locations, the University of Amsterdam (The Netherlands) and University of Exeter (UK) by using an online survey tool in which coders could enter their codes, storing all data automatically in an online data base.
For countries without relevant tabloid newspaper the most
sensationalist-oriented other daily newspaper was included. These media
outlets were selected to provide a comprehensive idea about the news
coverage in each country. Out television sample consists of 58 TV
networks and out newspaper sample consists of 84 different newspapers.

Sampling Procedure: Selection of parties: The collection of manifestos should cover all the
relevant parties. Relevant parties in the EU are those that have been
represented in the European Parliament at least once.
Selection of programs: Election programs have been taken as a source
for identifying political goals of parties. The documents that are
collected, in each EU country, are the platforms of parties that they
publish ahead of the election to the European Parliament.
Election programs are collected from the parties themselves, but they
are also found in associated research and educational institutes, or in
publications such as newspapers, magazines, or books. The ideal type of
a document which summarizes authoritative statements of the party’s
policy positions for electioneering was being achieved as far as
possible.
